My previous post provided the date... From the LoS website on June28th:
As we all know, many of the items were upgraded today. North ToV loot finally got the upgrades we all knew were coming. Add to that ToV quest upgrades, Tormax upgrades. . .So you're probably thinking, Wow, that 4 tear quest was finally solved then! http://www.legacyofsteel.net/Archives/Post/2001-06-28 Almost all the upgrades happened that patch and that patch alone.
