Can't launch the game - Did I mess up, or miss a step?

I have followed many guides to getting this game to work. I read here http://wiki.eqemulator.org/p?Play_Gu...etting_Started that I could download the rain of fear expansion on steam and continue following an installation guide, however other guides tell me that only Titanium works. I am stuck and need help and I didn't expect this to be a 6+ hour project.
