I too am experiencing this problem. About 75% of the time I can't make it to character select without crashing or have a blank server selection screen, and almost always crash while zoning. Now at 200-400 latency.

This problem just recently starting(~1 week 1/25/2015) with over a year of no issues.

I am using a standard Alienware X51 with the only modification being an SSD and a newer graphics card.
-Intel i7-3770
-16 GB Ram
-GTX 660
-64 bit operating system.

I have tried the following with no success:
-Restarting Computer
-Restarting Internet(Router/Modem)
-Trying either winEQ and EQEMU(Using the right click > Start EQ Only)
-No loading art on zoning

I refuse to badmouth the P99 moderators and owners because I know first hand how awesome they are and how they care for us(The community). And I also see that this is a very common problem, being a 29 page thread going back years. However hopefully my specs and list of things tried will help solve this eventually.

So even though I already had V36 (The most recent distribution files) I re downloaded them again and it seems to have calmed(not fixed) my issue greatly. I am now at 85-140 latency and haven't crashed yet as of 3 hours of play. I would suggest doing this to try and fix.
