There really shouldn't be a bracket for lower level PVP because all this is going to do is encourage people to twink out alts and park them in CB.
Honestly, leaderboard should be wiped and started over somewhat soon. Make the current statistics a season 1, start season 2 with adjustments that need to be made and go from there.
As always thanks to Jeremy for hosting a leaderboard and putting time and work into this so we can all enjoy it.
