Quest Issue: Faction hits on various quests in many zones

Has there been a breakthrough on what is causing many turnin quests to not give faction hits, while others do?

I have been reluctant to do a few of them, due to the difficulty and/or costs to me in setting up the turnins, to test them.

one example is the 4 lizard meat turnin to a warrior guldmaster in Oggok. It gave the weapon, but not the factions.. and that is really what I needed.
