As I remember it the GMs' response to this very issue was something to the effect of:

if you are just binding keypresses to buttons, that's totally legal, because you're just doing the same thing anyone can do. However, if you bind multiple keypresses to buttons, or pauses and keypresses combined, or anything else that a normal user with a normal keyboard couldn't do unless they used a banned program like that AutoHotKey thing, THEN you are violating the rules.
