The grand jury historically exists to determine if the evidence of an alleged crime rises above a minimum level not to determine the entire entire merits of a cases.
It's like a teaching assistant sorting through a stack of term papers and immediately excluding those that didn't meet the minimum page requirments then the teacher reading those that did and grading them. | ||
