a cobalt drake pathing in cobalt scar

The north-most a cobalt drake in cobalt scar (on the ledge, north from the zone-in ring) seems not to be pathing (seems to be a static spawn). I could be wrong, but aren't all cobalt drakes supposed to path around on the ledge?
