Velious Test NPC Hates Me

Standing on his toes to get his attention i say: Hail
He gives me options for beta buff, list of quest items, and faction.
I repeatedly try several of the required responses he expects of me to perform his duties.

NOTHING HAPPENS.

I am Ginsing and i am logging back in to bang my head against his knees if anyone wants to help...
