For objectives such as testing quest turn ins, there isnt much we can do. In any given raid, there's only a few quest pieces that drop (especially when trash doesnt need to be killed). If you want quest items tested, I'd suggest upping the drop rate 1000% on mobs dropping armor, gem quests, on beta only.

If you up drop rates to 100%, then you might as well allow people to just summon the items for turn in. Testing drop rates during beta is important to avoid unnecessary issues on live.

Those are just some ideas off top of my head that might speed up the process of testing.
You don't have to kill the boss mobs to test them and there is stuff beyond boss mobs and raids that needs testing. Shutting down blue should help your numbers.
