Root should NOT be made 100% resistable. That 2-5% chance is the only thing that might make it possible for low-mid levels to deal with a pvp twink harrassing them.
Got attacked by a fungi twink shaman the other day in CoM. My pathetic silver swiftblade DPS was basically useless against fungi+regen as he spammed sowboots and jumped the zoneline anytime our rogue managed to get him somewhat low. I eventually gave up and began spamming root while our rogue chased him around, landing one. Nearly killed him before the duration was over but he managed to channel just enough healing to survive until the root wore. We'd have absolutely 0 way to deal with him otherwise. Having that small chance isn't likely to mean anything in mid to large scale PvP but it's definitely needed in the mid range to combat twinked asshats.
