How do I locate latest Patch?

Hey guys,

I was following falkun's Getting Started Guide and it says to download eqchangesvXX.zip found here http://www.project1999.com/files/P99Files32.zip. That takes me to a 404 Not Found Page. Any direction would be greatly appreciated.
