Online role-playing game players can sometimes have a tendency to see things in absolute terms. They'll vehemently argue over the necessity of a couple percent here and there, or insist that if something isn't completely optimal, then it's completely useless with no in-between. I've never agreed with such a mindset, but it exists and it probably isn't going away. Just have to accept it and ignore the folks who think that way.
Back when P1999 was new and the experience penalties were glitched and not shared, I ran into folks who insisted on going short-handed rather than invite a Ranger. Think I even have part of such a conversation on an old screenshot, even. As such I wouldn't count on the Velious removal of experience penalties to do too much to improve their desirability.
