PVP Changes coming info?

Hey all,

I was wondering if there is a list somewhere of the pvp changes that are going to be implemented and if there was a eta on when ?

Mostly because I am going to be making a char on red and wanted to know if a necro would be viable after I heard some dot changes are coming?

Also thinking about making a ranger or cleric.
