Having some UI trouble

I'm having some problems with the default and default_old UI. I followed the instructions in the sticky but I must have done something wrong. A menu no longer opens when I right click on windows to use things like the chat filter etc. Unless the cursor is in the actual chat pane or on the text entry bar all I get is the cross for moving the window. I can't save a spell set either. And it shows the standard Windows cursor instead of the EQ one I've been used to.

Any help with this or tell me what I'm doing wrong?
