Yikes! Two pages of text seems like a long read; is this double spaced?
I know it's RnF, but the server really needs to have this discussion.

I know the GMs are just as frustrated as the players sorting through mounds of PMs and logs and a whole bunch of other garbage that makes them not want to log in anymore. In the end, no one is happy and everything is miserable.

I remember when Amelinda was making ad hoc rulings in VP a few years ago, and TMO submitted a "brief" to her that was anything but. We had this massive bloated discussion that ran all over the place. Everything just devolved into a "he said she said"/"am not are too" fight. We can solve this problem with strict standards. The GMs want us to petition ONLY if there's no other way to resolve the issue. If that's what they want then the rules and procedures need to encourage this. We can't just rely on a GM saying "now you guys behave, and only get mommy if someone is bleeding or loses an eye." The players just can't be trusted without the rules forcing them to do so.

Simple rules of procedure will make the petition process operate more smoothly, it will ease tensions, and, most importantly, the public & precedential nature of the decisions will help cement expectations regarding how this server is run.
