No, Tiggles just made up the idea that this guy is a pedophile. I've still not seen anything to indicate that he is other than Tiggles' claim. Also, as previously pointed out and sourced including links to WebMD, rape/rough sex is one of the most common sexual fantasies for both men and women.

I can't fix P99's repressed sexuality.
