Title says it all. Seriously at what point can I petition it and have a GM make them stop taking every mob in the zone for a 30 min AE kite. It says it in the rules, but I want to know when its ok to petition it. Is it a certain number of mobs.. do I need to time how long every spawn is gone for? The rules seem to say you can't monopolize a zone, but what is the definition of it?
Getting along with bards is really rather simple. Here are a few rules of thumb

When entering a zone immediately do /who bard. If there are more than two bards send them a tell asking if you are allowed to exp there. Bards typically will take a while to reply to your tell. This is normal and purposely done to let you know how unimportant you are to bards.

If a bard pulls something from your camp or area, immediately petition asking the GMS to forgive you for stealing a mob from a zone the bard was camping. Send a tell to the bard apologizing as well. Note that bards are a privileged class and the server automatically tracks anyone who steals any mob from them. Failure to petition yourself will likely result in a ban.

When asking a bard to share his mobs with you, please be courteous. It is generally customary to offer between 20 to 50pp per mob, but more pp obviously won't hurt.

Make sure you set up your camp far away and out of view of a bard's kiting spot. Bards don't want to see the common masses exping excruciatingly slowly, it makes them sad to be confronted with such realities.

Finally, upon both entering and leaving a zone make sure you offer the resident kiting bards a small gift as a sign of your reverence toward them. Don't fret if you're poor, even some cheap armor piece you are currently using or a few pp will do. The bard will probably just destroy it anyway.

With these simple guidelines, you too can get along with bards without degrading their play experience with your unwanted presence in their zones.
