I've only had two or three casts out of several hundred doing nothing while on a hill - its uncommon enough that I cannot replicate it.

More commonly, I just get oor message spam until I move the mobs to more level ground. I'll try some different AoEs tonight - right now I've only cast Column of Lightning.
