Pouch of Mistletoe Powder not dropping?

Pouch of Mistletoe Powder Does not appear to be dropping. I've killed Thistle Underbrush tons of times, and haven't seen it. Also doesn't show up on searches on http://ahungry.com/eqauctions/ as ever having been auctioned.

Allakhazam confirms that three mo bs in lfay should be dropping it.
