Is it that rare that these can't be banned?

On RedGuides -

This is for a lvl60 mage who has a an epic, VP loot (Robe, staff, 1 other item), DARK ELF MASK, full planar, some sky loot.

I would think there would be less then 5 people who fit that description?
So is this not an easy ban?
