The US Constitution in some cases serves as a floor or ceiling for what is lawful/unlawful. In this case it seems that PA had rules that protected individual's privacy beyond what was required by the US Constitution. It looks as though PA now curtailed that 'privacy' to be more in line with other states.

The federal constitution is a floor. It is the minimum amount of protection every individual in the US gets. The states are free to give the individual more protection from government entities, but are not required to do so.
It looks like PA gave its citizens more protection than the federal standard for years and now is reverting back the the minimum (federal law). This isn't ground breaking or disturbing at all.
