The Development work that was recently done on Red didn't affect the Development work that gets done on Blue. And prior to this change, Red hadn't seen any kind of significant development in over a year. It was all being focused on blue and Velious.

In addition to that, GM's and Dev's are two completely different departments. One is CSR, the other is coding and content. While the CSR staff may sometimes contribute to development, it's rare, and the Dev team never does CSR at all.

But hey, thanks for the thinly veiled insult to the Development team that has been volunteering thousands of hours a year over the last 5 years to bring you a free recreation of classic Everquest for you to enjoy 24 hours a day, 7 days a week, 365 days a year. I'm sure they are happy to hear that you appreciate their hard work. Sometimes we put in 12+ hours a day doing CSR, or coding/content for the devs, so it's refreshing to hear that people really care about what we're doing.
