confused on new login

hey I haven't played in a few months and just got the urge to log back on to find this new login server system. I successfully linked one of my eqemu accounts to my p99, but im confused on if there was a new patch, I see the patch notes but do not see where to download the new files ?

when I try to login to eq it says "a connection to the server could not be reached"

wondering what Im doing wrong. appreciate any help.
