Unable to create more than one hotbar

Did a search, and was unable to find any specific help.

I currently use the default (non velious UI), and when I try to open a second hotbar (making a hotkey to that key in the options menu), I can't seem get another one to open.

Anyone have any suggestions, or even understand what I'm talking about?
