Complete chaos and anarchy is going to lead to pre-industrial levels of technology. People can't even keep their shit together on their own. Most of the big players don't want that. Hell they want to bring Africa up to speed. And that continent (no offense black people living there, it's not your fault colonialism, blood diamonds, and industrialization fucked up your Shaka Zulu thing) is the worst off of them all.
