I see ambiguity where it says "exclusive to class c" and then "exclusive to a class". The indefinite article makes it troublesome. However, i am basically a lawyer at this point IRL so i see ambiguity in everything. That said, i still think the obvious interpretation is that it is written to refer to targets in general. I.e. the only mobs that are exclusive to 1 class at all times are vp targets.
It's hard to construe FFA mobs as exclusive to a class because they are actually the opposite: open to all.
nevertheless, I'm willing to charge a low rate to write p99 rules from this point on. Will work for a guise also.
