there is no strict min level, but it requires charming a lvl 50 mob long enough to do a turn in. the further you are below 50, the more resists and fast breaks you'll have, and the more time you'll waste. also the more you are below 50 the more time between now and when you'll actually be able to use the hammer. 48+ is usually fine, especially with tash and malo, as a larger group might be able to get. can go lower, but its just a question of how much hassle the person with the strings wants to go through for you.
