Dolic- it's a serverwide sky agreement last time I checked. You can see the above post for your answer to 2. From other posts they were offered slots and refused.
What evidence? If you want specifics for what time they were offered and the exact evidence then I want the exact chat where they were told no. You should be willing to provide some basic evidence that central to the legitimacy of the R&F complaint.
