When I PL I do a few things.
A. I try to only PL in a few zones. Kedge, Unrest (basement/top floors), Befallen (bottom floor). Unrest is generally the only one camped. Occasionally I will show up in another zone or two to get a friend a quick level or two though.
B. When I am in Unrest I *ALWAYS* do a CC to check if those floors are camped. Generally the MR/Yard are camped. If both the higher level camps (top floors/basement) are camped I will just PL another time. If one is camped I will generally move to the other and ask the person/group camping one area if they are avoiding any rooms (IE Fireplace will often avoid hand room or bar room or knight room cause of pulling issues), in which case I will ask if I can have those mobs and to let me know if their group is feeling more bold and wants them back again.
C. I ALWAYS pull with snare. This way it is almost impossible to pull aggro off my mobs.
But mostly if the camps I like are taken I just won't PL until they are open. Other places just aren't worth my time or headache to PL in.

I don't have a great amount of experience PLing but I did PL someone in upper guk instead of unrest (since unrest is more popular) and it went pretty smoothly. Sure, you have to deal with mobs fleeing, but you're a druid and you have snare.
