Putting the trolling aside I don't really know if Tune deserved a ban in the first place. I do however believe in banned players staying banned if they deserved it no matter how much they do for the server. Server integrity has to be number one and if people think they can get out of bans it allows them to cheat again.
If Tune is unbanned a GM needs to state why and what mistake was made by the GMs.
I believe in suspensions and think permabans should be reserved for multiple or severe offenses.
If you are on a server and find out one day others are cheating and you have been wasting your time it kills a server. Integrity is something project 1999 has always taken pride in and it shouldn't sacrifice that to keep someone because they power level and raid a lot.

While I theoretically agree with you, the punishment still needs to fit the crime. Tune got hit when the GMs were duel wield + rampaging banhammers to show they meant business at the start of the PNP. He also took a worse punishment than many others that comitted similar minor offenses.
GMs: We get it. You want to clean up the server. Things are improving, people are following the rules. You've proven your point, I think it's time to show that you are merciful overlords and unban Tune among others.
And can we stop calling a minor PNP violation "cheating"? It might technically be true by the strict definition of the word but imagine some new player trying to decide if he/she wants to play here and every other thread talks about someone cheating. I would think this server is nothing but hackers and MQers...when in reality its cleaner than any EQ server in the history of EQ.
