seems pretty orderly if you ask me
You have to see the big picture. Guilds trying to progress while being swept and corpse camped deep in dungeons ruins any incentive for most to play the game. The only reason to play in that environment is if you are on top already or if you are a rogue player like yourself that just wants to snipe kills here and there versus competing for end game content.

It takes away all skill involved in end game competition and turns it into who has already invested the most time into PvE. It becomes a race to the top to stay on top instead of a constant evolving environment of competition.

Rules catering to helping the lessor guilds catch up in PvE promotes more large scale PvP in the end.

Exp penalty is just an annoyance and grief, while giving no reward to the victor besides the satisfaction that you ruined someone else's time. The act and fun of PvP is still here with the current system.

A penalty with reward system like item loot would have worked in the beginning but it is obvious that will never be implemented at this point in time. A loot system promotes guilds to align with the same values and play style vs the zerg mentality this system forces on us.
