Since players had the option to group and guild across team lines, reputations mattered. LnS allowed the top guilds to weed out toxic players. If you didn't follow player-enforced rules, you would never get in any guild worth being in.

When teams are fully hardcoded like on Sullon Zek, there are no political options and there are no reputations across team lines. There are no consequences from being a complete douchebag to people not on your team. The server picked your friends for you, so you don't have to worry about alienating anyone with your actions. We have plenty of ramifications for being a douchebag on this server and it hasn't done a single thing to stop it from happening. I feel almost exactly opposite of you, I believe in hard coded teams, not only to fix all sort of unkillable target helping your opponent type nonsense, but because it will massively increase the actual PVP taking place.

We have a LNS/PNP system in place now that is GM enforced. I think they've been pretty heavy handed so far, but that is because they are trying to really make sure people take it seriously. Eventually this will lead in change in behavior. It will just become second nature after awhile and that will carry over to a T99 server if the PNP policy is enabled there.
