How about something like.

< 50 players online -------- 8 level range
> 50 && <= 125 players online -------- 6 level range
> 125 players online --------- 4 level range

Or, scalable in some way. That's just a rough example.
How about every time a player gets killed in PvP they get a blue of XP and a 1 hour global 1% XP bonus added to the 1,500,000% bonus we already have. Of course, this global bonus adds up during the day. If it gets to be too much, like when you can make level 55 off of a single decaying skeleton, then reset it back to the 1,500,000% bonus.

This is the only way to make sure that no one gets any hurt feelings in PvP. The individual gets XP because of the lost time, and the whole server gets an XP bonus because we don't want YT scaring anyone off.

CR, I know this may be asking a lot as well, but you could consider taking some of that $600,000 and starting a fund so that the mothers of red99 players could take family leave time and console PvP victims.
