I dont think you actually read my other post, so ill say it again. after playing tons of other mmo where you can do whatever you want why would the thought even cross your mind that there would be rules to read? i was 15 when i stopped playing the first time and at the time the only things i even considered as rules were just common game courtesy (dont ks, be friendly etc etc). the thought had never crossed my mind that i could buy pp because i wouldnt have had the money to anyway. 9 years (and tons of mmo's) later, i didnt have the slightest idea that i would need to come read some rules. is it really too much to ask for one warning? if you say something to someone and they do it again then yeah, ban them. they were aware that there were rules because you told them and they knew better
