It is LEGAL for a member of neighborhood watch to follow a suspicious individual, regardless of race. Not to mention that there were recet robberies in the area perpetrated by black individuals, that's not racist profiling, it's called criminal profiling, the same as police officers do.

It is LEGAL for him to continue to follow the suspicious individual even if the 9/11 operator advises him not to.
