Proc weapons & DEX

Dex will help your bow damage, but not sufficiently to make the investment of absurd levels of dex worth it. Same for weapon procs.

For consistent melee dps, your best bet is strength once you're over level 35 or 40 or so. Before that, weapon damage is the most important (once level 20 damage cap is passed).

For bow-kiting, you really want flat mana. Bow shot + spell, move a bit, repeat. You'll get more mileage out of that than out of cranking dex.
