Magelo shows the robe as an 85% chance drop. http://eq.magelo.com/npc/91440

Pending update:
-Upped the advisor's chance to drop the robe.
-Upped the advisor's spawn time to 4 hours.

TBH, I don't remember this guy being prekunark, but I cannot find evidence.
