Everfrost noob spawns not spawning

I made a new barb shaman on blue for green practice, and there are no decaying skeletons up in the noob area. I waited for 48 minutes /played without seeing a single one, and only 1 patrolling whelp.

I /petitioned, and the GM said it looked like there were none up, and to submit a bug report on the forum.
