I'm telling you guys that Red is virtualised and that it is sharing virtual resources with the Beta server.

They just want to keep the pop low to not impact performance during beta testing because Velious consumes more resources, this is why none of the old world zones are available on Velious beta.

It is the only possible explanation I can think of.
