So if a group if is killing the 4 crypts, caretaker, and emp... another group can roll in and just take crypt while they are at emp - And the GMs will support this?

Shouldn't this come under the heading of: "You're covering multiple camps here, choose which one you really want and I will take the other". At which point the 1st party says "We choose crypt", and the 2nd party says "Bummer, ok - well, we're not going to just do emp", and leaves.

Here's an idea - let's respect logical boundaries and communicate peacefully if there's room for sharing. Everyone's losing their head and shitting all over people for pixels... it's depressing.
