valid point, though i doubt anyone who is still raiding will care. most likely they will continue the same cycle of douchebaggery because that is whats encouraged. until the raid guilds have some sort of motivation to get along things will never change. as it stands they can hate each other all they want and keep shitting up the raid scene because they know some GM will come through and fix everything.

every raid mob killed after the first one at some arbitrary point (like 1st of the month and reset at 15th) must be killed with a maximum of 20% less people than some set standard.
60people --- 47people --- 38 people --- 30 people --- ... Just seems like it would be interesting, and would force guilds that claim to be the best quality and not merely quantity to work with very minimal numbers toward the end of the periods based on the number of kills they have got.

I envision having a 2 hour tick.. starts with 15 people, then to 20, then to 25, etc., every 2 hours a mob is up. Every guild that wants to should be able to engage at least once within 2 hours........

I don't know if what I'm saying is the same as what you're saying.. But my post outlines an anti zerg method. Say if you had more then 15 people within X distance, the mob would banish.. Would require a non-interference agreement etc., of course, but that is very very interesting.
