I'd like to propose another idea which I'm sure will not be implemented. I have watched Kanras' thread on crowdsourcing Velious quests go nowhere with a great deal of disappointment. No one has done anything (myself included).

So, I would like to propose a raffle. There would be two ways to get tickets: whenever the devs want something researched or otherwise done, they can post the task on the forums with the number of tickets awarded on successful completion. Alternatively, you can simply buy tickets from Shady in EC for a fixed amount of PP, say 10000/ticket. The day before Velious releases, a new NPC in EC will give random items for tickets. Like the LDON casino, most of the items will be garbage but a few will be good. Lets say 90% of the items are stat food and 10% are nice items with an emphasis on ones that no longer drop, like Guise of the Deceiver, Fungus Staff, Manastones, VS/Trak drops, etc.

This should have several nice effects:
* Velious will come out earlier with Nilbog and crew able to delegate some work
* The people that help out will get some cool toys
* People will come back to buy tickets and get more gear/loot for those tickets, thus keeping population somewhat up before Velious
* People that joined later will have the opportunity to get some of those cool items
* Some of the duped plat will make it out of the economy

Its not quite 100% classic but I think we can justify it as a 1-time GM event.

I'm definitely not opposed to the idea. With some tuning I think it could be a great answer to some of the issues you posed.
