Capt Surestout is not in the game as far as I can tell.

I only remembered him from the epic so I'd nuked him sometime last year lol. He'll be back next patch.

The fact that this guy is for the Shaman epic, and has Firiona Vie faction hits suggest that he is not supposed to be around until post-Kunark. Kunark wasn't released till April 24th though so the first few posts about this guy happened before the Kunark launch? Maybe he was added just prior to the launch?
