Freeport Ship Disappeared

The other day, me and several other people were waiting at the freeport docks for about an hour and the boats never showed up. I figured it would be fixed by now, but I had the same problem today at the same place. I assume since the ship isn't showing up at Freeport, it's also not sailing from Butcherblock or Firiona Vie. But I don't know yet.
