It's called moderation. First offense, 1 week. Second offense, 1 month? Third offense, 6 months? Fourth, ban? Seems fair. Obviously hacking should be permaban, but then blue server would be dead.

give people a shot. the people who continue to cheat will eventually get permabanned, and the people who will stop still get to play. More players is better for everyone.
