These quests aren't classic. I imagine that is why he won't respond with anything in the follow up.

you sure? I remember doing some sort of newbie cloth quest for necromancers in qeynos. If not, where can I do some at?

Well the items you get from these quests look overpowered for the quests involved, as well as having recommended levels on them. Hence definitely not classic.
