I'm not 100% sure, but wasn't there a banker on the first level of Befallen near the zone in? He wasn't there long, but in the early days of EQ...

Could you be thinking of Clan Runnyeye Goblins off of Misty Thicket? I know there was a bank in there...Hmm will have to give that some thought.. I spent many days in Befallen as a Paladin.
