Scout should have no level requirement outside of what the quest has. You should not be required to help either. Roll on pop if you win its yours. If you can do this for your level 5 you should be able to. The problem isn't level 46's showing up who can't contribute. The problem is a flawed player agreement that entices people to show up who can't do this event for themselves.
Either there's an agreement that you have to help, and mimimum level

Or no agreement and its a DPS race

Also though - the bracer is only very marginally better than a Silver Chitin Wristband until melees start getting more HP per point of stamina.

So why would you waste your time rolling on one for a level 5 toon, when you'll get only a marginally improved version of a copiously available droppable item?

Why? If you win the roll the spawn is yours and that's it. Get your friends together and beat the event.

I had bracer on this character at level 5. Before rolls you could just run up and turn in the quest. I also had a full set of SS gear, yelinak talisman, and craslith. The server is big enough to support all play styles and if someone wants to super twink to the extreme they should be able to.

The general idea isn't bad, but it comes years after the fact, too the point of being needless, much like the restriction on bards kiting indoors. The time to consider a scout level requirement came and went after the early years of SoV, when 46+ characters were still gearing and competition for lesser mobs remained. Now, most every main and alt on blue has at least one scout reward or better. Raid geared alts are what keep the xp zones populated, even if that's accomplished through soloing/duoing.

I'd wager at this point if they even bothered it is most likely because it was a fair number of petitions still.

The captain is easily tankable on a level 46, honestly a small raid of 46s should be able to handle the encounter so I see no valid reason why they should be gatekept from a level appropriate (in terms of attainability) item.

Actually, I may have been thinking 52 - I have definitely done it on SK and Warrior at these levels, but it was so trivial, it may be doable earlier as above, though I can't even recall if I have actually done it. I think I did on my green war though.

I can't believe you guys are still doing commie scoufs. I liked it when people would win and sell it for 15k. And then you could go live your life on a regular timer. That rotating 10 hour window was impossible to keep up with in my experience. This and Spirit Wracked made these servers uniquely awful to play on.
