It could make fiscal sense to contract your data and statistics surveillance to the private sector so as to not have each individual department perform duplicated collection and compiling work and then negotiate with every other department to access it at a cost to the taxpayer. Using private sector sources is usually cheaper than doing it in-house.

I've never felt like government bloat was any excuse to contract out

this is the government saying, "we're too stupid to run a lean and effective department, so we're gonna pay someone else to do it"

ok if that's the case, then the american people don't need you in your job, because you suck at it

Wisdom literature has a collection of proverbs and pieces of advice.

Written during the second half of the reign of the Middle Egyptian Kingdom, there exists scripture from an aging pharaoh given to his successor.

I did that search with that filter. I saw the payments that were misconstrued which the fact checking explains.
